Property Tax Relief for Severely Disabled Veterans

SB 296 passed the Assembly floor on a unanimous vote. It creates an enhanced property tax exemption for California's most severely disabled veterans, aimed at reducing veteran homelessness. It applies to veterans who are blind in both eyes, have lost the use of two or more limbs, or are rated totally disabled at 100 percent from a service connected injury or disease. Because it was amended in the Assembly, it now returns to the Senate for concurrence in those amendments before it can move to the Governor's desk.

SB 1407: The Fight Continues

SB 1407 (Archuleta) was held in Assembly Appropriations Suspense. The bill would have expanded the Personal Income Tax Law exclusions for military retirement pay and Survivor Benefit Plan annuity payments, annually adjusting the income limits for inflation, raising the income eligible for exclusion to $40,000, and extending the exclusions through the 2036 tax year. As our cosponsored measure, it was a yearlong effort that ultimately fell short at the final fiscal hurdle. We intend to reintroduce it next year and continue the fight to secure this tax relief for military retirees and surviving spouses.

Other measures held in Suspense. AB 2022 (Gonzalez, Jeff), the disabled veteran property tax exemption (50%, and up to 100% for lower income claimants), was held under submission. SB 888 (Seyarto), which would have excluded service connected disability payments from "household income" for the disabled veterans' exemption, was also held.
